Vista PMC Resident Guide

Questions, meet clear answers.

Helpful guidance for applying, moving in, living in a Vista-managed property, and preparing for move-out.

Before move-in

Getting started with Vista

Read your complete lease, confirm payment and utility responsibilities, and ask questions before signing or taking possession.

What should I consider before signing a lease agreement?

Review the entire lease—not only the rent amount. Confirm the lease term, due date, late-fee provisions, deposit and other charges, utility responsibilities, occupancy limits, parking, pet rules, maintenance-reporting process, renewal terms, and required move-out notice.

Make sure every promise or special arrangement is written into the agreement before signing. Keep a complete copy for your records.

Before move-in: Complete the condition checklist and document the property with dated photographs or video.
When is rent due, and when is it considered late?

Your signed lease controls the rent due date, any grace period, accepted payment methods, and applicable late charges. Review the payment section of your agreement and submit rent early enough for it to be received and processed on time.

If you are unsure about your balance or payment status, check the resident portal or contact Vista PMC before the due date.

What is a security deposit, when is it due, and how is it used?

A security deposit is refundable money held according to the lease and Idaho law. The amount and due date are listed in your rental documents. It may be applied to authorized deductions such as unpaid obligations, cleaning, or repairs for tenant-caused damage beyond ordinary wear and tear.

Current Idaho Attorney General guidance states that after a lease ends, a landlord generally has 21 days to return the deposit or provide a partial refund with a written itemization. An agreement may shorten or extend that period, but not beyond 30 days.

Protect your deposit by documenting the property at move-in, reporting problems promptly, following the lease, and completing the move-out requirements.
Which utilities am I responsible for?

Your lease identifies which utilities are included and which must be placed in your name or paid separately. These may include electricity, gas, water, sewer, garbage, telephone, television, and internet service.

Arrange required services before move-in. For City of Moscow water, sewer, sanitation, and stormwater billing, use the utility documents in the Resources section below or contact Vista PMC for direction.

What is Vista PMC’s pet policy?

Pet rules can vary by property. Do not bring a pet into a rental unless it has been disclosed and approved in writing and all applicable lease documents, deposits, and fees have been completed.

Unauthorized animals may violate the lease. Assistance-animal requests are handled separately from ordinary pet policies; contact Vista PMC to discuss the appropriate documentation and process.

While you live here

During your tenancy

Prompt communication and written documentation help protect the resident, the property, and the owner.

How should I report repairs or maintenance?

Report maintenance concerns promptly through the resident portal or the contact method identified in your lease. Describe the issue clearly, include photographs when useful, provide access information, and explain whether the problem affects safety, water, heat, electricity, or habitability.

Idaho guidance states that landlords must maintain rental housing to protect tenant health and safety. Residents are also responsible for keeping the property sanitary, using fixtures properly, and preventing avoidable damage.

For an immediate threat to life or safety, contact the appropriate emergency service first, then notify Vista PMC.
Can the property manager enter my rental without notice?

Residents have a right to privacy, while the lease generally describes when management may enter—for inspections, necessary repairs, emergencies, or showings at appropriate times.

Review your lease for its notice and access terms. Idaho Attorney General guidance explains that if the lease does not address entry, the landlord should notify the tenant why entry is necessary and the parties can agree on a reasonable manner and time. Emergencies may be handled differently.

What should I do if I need to break my lease early?

Contact Vista PMC before making moving arrangements or surrendering possession. A fixed-term lease is a contract, and ending it early can have financial or legal consequences.

Your options and responsibilities depend on the lease and circumstances. Review the early-termination, notice, assignment, and subletting provisions. Get any agreement to alter or end the lease in writing. For legal advice about your specific situation, speak with a qualified attorney.

Can I make alterations or install fixtures?

Obtain written approval before painting, mounting equipment, changing locks, installing fixtures, altering landscaping, or making another physical change. Even well-intended improvements can cause damage or conflict with property requirements.

If approved, keep the written authorization and follow any restoration instructions included with it.

End of tenancy

Moving out

Advance notice, careful cleaning, and complete documentation can make the transition clearer for everyone.

How much notice must I give before moving?

Check your lease for the required amount, timing, and method of notice. Deliver notice exactly as the agreement requires and keep proof that it was received.

Idaho Attorney General guidance recommends that tenants always consult their leases before vacating. Month-to-month arrangements and fixed-term leases may have different requirements.

How can I help ensure my security deposit is returned?
  • Provide proper written notice.
  • Follow all move-out instructions.
  • Return every key, remote, and access device.
  • Remove all personal property and garbage.
  • Clean the rental thoroughly.
  • Address tenant-responsibility maintenance items.
  • Participate in the move-out inspection when available.
  • Take dated photographs or video after cleaning.
  • Provide Vista PMC with a forwarding address.

Keep your lease, move-in checklist, photographs, notices, receipts, and communication until the deposit process is complete.

What is considered normal wear and tear?

Ordinary wear and tear is deterioration from normal, careful use over time. Examples may include faded paint or carpet, minor wall marks, or moderate wear on flooring and fixtures.

Damage or excessive filth may include burns, broken tiles, torn flooring, excessive wall damage, pet damage, missing blinds, water damage caused by misuse, or heavily soiled surfaces. The property’s age, move-in condition, length of occupancy, and documentation all matter.

What should I do with utilities when I move out?

Follow your lease and move-out instructions before changing or ending utility service. Confirm the appropriate final service date, pay outstanding balances, and retain confirmation numbers or final statements.

Do not disconnect a required service prematurely while you still possess the property.
